Twenty-Nine years ago, in March 1991, to be precise, the General Assembly of the United Nations hatched its supreme anti-drug plan. The Assembly did so through the creation of the United Nations International Drug Control Program – UNDCP which was later renamed Office for Drug Control and Crime Prevention (UNODCP).
